Building Registration
Under the Building Safety Act 2022, it is your legal obligation as the Principal Accountable Person (PAP) to register any occupied Higher-Risk Building (HRB) in England. A Principal Accountable Person is the individual or organisation with overall responsibility for managing building safety, including the structure and common parts.
This requirement applies to residential buildings over 18 metres or seven storeys, with at least two residential units. Registration with the Building Safety Regulator (BSR) must be completed before the building is occupied.
Features:
- Registration of newly constructed Higher-Risk Buildings with the Building Safety Regulator
- Support for new Principal Accountable Persons
- Preparation and validation of required building information
- Review of existing registrations to ensure accuracy and compliance
- Collaborating with developers, owners, and agents to manage the process smoothly
- Key Building Information (KBI) submission support

Building Safety Case Creation
Under the Building Safety Act 2022, anyone responsible for a higher-risk building must prepare a Building Safety Case. This includes building owners, housing providers, and managing agents.
The Building Safety Case Report is a detailed, evidence-based record showing how fire and structural risks are being identified, managed, and kept under control. It provides a summary of how you demonstrate compliance, take ownership of resident safety, and meet your legal obligations.
Features:
- Initial consultation and gap analysis
- Tailored team assembly of qualified specialists
- Transparent procurement with no hidden fees
- Unbiased project management
- Regulator liaison and support
- Fire and structural safety surveys and reports

Resident Engagement Strategy
Innovus prepares bespoke Resident Engagement Strategies (RES) on behalf of the Principal Accountable Person (PAP), as required by the Building Safety Act 2022.
Engaging residents is not only a legal obligation, but a vital part of building safety. It ensures that those living in the building have a clear voice, understand the safety measures in place, and feel informed and included in decisions that affect their home.
Features:
- Resident profiling and data gathering
- Dual-format strategy creation
- Collaboration and feedback mechanisms
- Continuous engagement support
- Compliance with information provision requirements

Building Remediation
Innovus provides expert support for buildings over 11 metres in height, offering guidance and remediation services to help ensure compliance with building safety legislation.
While the Building Safety Act 2022 applies specifically to buildings over 18 metres or seven storeys, the broader regulatory landscape increasingly places expectations on buildings over 11 metres - particularly in relation to external wall remediation and fire safety. Innovus helps bridge that gap by delivering tailored consultancy and practical support, ensuring that these buildings meet evolving safety standards and benefit from proactive, informed management.
Features:
- Funding route determination
- Stakeholder communications management
- Licensing and permissions coordination
- Pledged developers' support services
- Cladding Safety Scheme applicant representation

Ongoing Building Safety Case Management
Maintaining a Building Safety Case is a continuous legal requirement. Our ongoing management service ensures your documentation remains current, comprehensive, and ready for regulatory review at all times. This service is available to all clients, regardless of who prepared the original Building Safety Case Report.
Features:
- Annual compliance document reviews
- On-site audits twice yearly
- Material change assessments
- Comprehensive Annual Summary Reports
- Continuous risk management

Frequently Asked Questions About the Building Safety Act 2022
The Building Safety Act 2022 primarily applies to "higher-risk buildings" (HRBs) – residential buildings that are at least 18 metres in height or have at least 7 floors and contain at least two residential units. However, many provisions also apply to buildings over 11 metres in height. Our experts can help determine if your building falls under the regulations and what specific requirements apply.
A Principal Accountable Person (PAP) is the individual or organisation with overall responsibility for the structure and common parts of a higher-risk building. This is typically the freeholder, head lessee, or management company. The PAP has specific legal duties including registering the building, appointing a Building Safety Manager, creating and maintaining a Building Safety Case, and engaging with residents.
A Building Safety Case is a comprehensive record demonstrating how fire and structural risks in your building are being identified, managed, and controlled. It includes details of the building's design, construction, and management systems, along with evidence of how safety is maintained. The Building Safety Case must be submitted to the Building Safety Regulator upon request as part of securing a Building Assurance Certificate.
