The client was under increasing pressure to comply with new regulatory requirements introduced under the Building Safety Act 2022. From April 2024, the Building Safety Regulator (BSR) began formally calling in Building Safety Case Reports (BSCRs) as part of a phased compliance programme.
As this was a new and evolving requirement across the sector, there was no established internal process or precedent for managing the volume and complexity of submissions. For this client, the timing meant they needed to act quickly across their portfolio. Documentation was fragmented, timelines were tight, and internal resource was already stretched which made it difficult to coordinate activity at the pace and scale.
They needed a partner with proven expertise, strong regulatory relationships, and the capability to lead end-to-end delivery with confidence and clarity.
Innovus was appointed to lead the programme and provide end-to-end support. We began by carrying out a detailed review of each building’s existing documentation, identifying gaps and recovering historical records wherever possible — including files from landlords, developers, and planning portals.
From there, we pulled together a team of trusted third-party specialists to carry out technical assessments which were carefully matched to each building’s needs. Our approach ensured that every aspect of the BSC and submitted BSC Report was handled by highly competent professionals with prove experience in fire and structural safety.
As the project manager, Innovus took responsibility for coordinating all activity, such as managing suppliers, bringing together timelines across stakeholders, and ensuring the client retained control over key decisions. We also acted as the single point of contact with the Building Safety Regulator (BSR). Thanks to our established working relationship with the Regulator and familiarity with their expectations, we were able to liaise directly, respond quickly to queries, and keep progress on track.
